Drain them and dry them with a clean cotton kitchen towel.
Put the potatoes in a bowl and season them with extra virgin olive oil, salt, pepper, and rosemary.
Mix the potatoes and then put them in the air fryer basket.
Pre-cook the potatoes in the air fryer at 356°F for 10 minutes.
Put the ground beef in a bowl along with the eggs, grated Parmesan cheese, grated Pecorino cheese, and breadcrumbs.
Add salt and pepper to taste and mix everything with a spoon or with your hands to obtain a homogeneous mixture.
Place a sheet of parchment paper on the work surface.
Spread the meatloaf mixture on the parchment paper, trying to give it a rectangular shape.
Fill with slices of ham and provola and roll the meatloaf lengthwise.
Seal the meatloaf inside the parchment paper and close the edges like a candy.
Place the meatloaf in the middle of the potatoes inside the fryer basket and start cooking at 410°F for 10 minutes.
After this time, open the parchment paper, mix the potatoes, turn the meatloaf, and continue cooking for 10 minutes at 356°F.
