In a large bowl, mix flour, sugar, almond flour, baking powder, vanilla, lemon zest, orange zest, and cocoa. Add oil, plant-based beverage, and almond flavoring.
Knead until you get a smooth and compact dough. Wrap the dough in plastic wrap and let it rest in the refrigerator for about 30 minutes.
After the time has passed, take some dough at a time and shape into balls of the desired size. Arrange them on a baking sheet lined with parchment paper, spacing them well.
