Preparation
Gently clean the flowers by removing the internal pistil so they are ready to be added to the batter.
In a large bowl, combine the flour, Parmesan, salt, pepper, chopped garlic, and torn basil. Add the whole eggs and start mixing with a whisk or wooden spoon until the dry ingredients are well combined with the eggs.
Gradually pour in the water, stirring continuously, until a smooth, homogeneous, and rather thick batter is obtained (it shouldn’t drip too much from the spoon). It’s important that the water is very cold: it helps make the fritters crispier when frying.
Add them to the batter and mix well to distribute them evenly.
Heat plenty of oil in a high-rimmed pan. When hot enough (about 340-356°F), drop spoonfuls of the mixture into the oil and fry a few at a time, turning them halfway through cooking, until they are golden and crispy.
Drain on absorbent paper and serve hot.

If you want a stronger flavor, try replacing part of the water with light beer.
Garlic can be omitted or replaced with a pinch of onion powder.
For an even more delicious version, add a few cubes of melting cheese or grated zucchini.
