I made them with cocoa, but if you don’t like it, you can skip it and replace it with the same amount of flour. They are egg-free and butter-free.

How to Prepare Spoon Cookies Without a Scale
Place all the ingredients in a bowl.
Start mixing with a spoon then continue kneading by hand until you obtain a compact and homogeneous dough. (If needed, add more flour or milk. The dough should be compact, homogeneous, and non-sticky).
Take small portions of dough and form balls with your hands. Slightly flatten them and place them on a baking tray lined with parchment paper. (The number of cookies obtained depends on the size of the balls).
Bake in a preheated static oven at 356 °F. Let them cook for about 15 minutes. Please check the cooking times based on your oven.
Remove from the oven, let them cool slightly, and enjoy.
