If you don’t want to fry, you can always bake it, just quickly precook the potatoes in boiling water for a few minutes, then put everything in the oven, with the onion cut quite large, so as not to burn it, as well as the pepper.

Steps for Preparing Peppers with Potatoes and Onions
Peel the potatoes with a potato peeler, wash them and cut into slices. Cook them in a large pan with plenty of hot oil.
Wash the pepper, remove the seeds, and cut into thick slices. Add the pepper to the pan when the potatoes are already starting to brown. I use yellow bell pepper as it is the most digestible.
Clean the onion by removing the outer layers, then cut into thick slices and cook with the potatoes and peppers, just in the last few minutes of cooking.
When necessary, give it a stir, being careful not to break the potatoes, which is why it’s done only at the end, when the potatoes are already browned.
Shortly before finishing cooking, add salt and continue cooking until done. These potatoes are not drained on paper towels, usually, just drain them well from the excess oil when removing from the pan.
